Scoop requires an accessible MySql database. Unless you already have MySql set up on a remote machine, you should install the mysql-server package on this machine to use Scoop.
If you want spellcheck support, you should install the libtext-aspell-perl package and then enable spellchecking in Scoop's configuration interface.
